A decal is a form of stickers, Generally made of vinyl that is used outdoors for decorative purposes, e.g car stickers, Shopfront signage, and while a decal is a sticker not all stickers are decals.

Stickers can be made of cheaper paper material which might work indoors or on a label that isn't going to get wet or be exposed to the UV rays of the sun.
